Excerpt from industry news: The Cambodian Cabinet reviewed and approved the draft "Trade Union Law" drafted over a 7-year period on (November 13). As the draft contained a number of controversial provisions, it attracted the attention of the Cambodian Garment Manufacturers Association (GMAC).
The Ministry of Cabinet Affairs issued a press release stating that there are currently 3,214 unions, 84 union federations, 13 union federations, and 5 industrial associations in Cambodia. The press release states that the purpose of the "Trade Union Law" is to promote harmonious coexistence between labor and capital, help improve workers' living standards, and improve production capacity and investment environment.
The circular stated that the Ministry of Labor has been drafting the "Trade Union Law" since 2008, and has held tripartite (government and labor) and multi-party public consultation meetings. After consulting and accepting the opinions of all parties, the relevant draft was completed and obtained Highly rated by the Labor Organization (ILO).
However, Cambodian garment manufacturers will issue a statement calling on the cabinet to properly review the draft and consider amendments.
The statement said the draft would adversely affect the Cambodian garment and footwear industry. Although several tripartite consultation meetings have been held, the current draft version is only in accordance with the requirements of the ILO and the union, and ignores the concerns of manufacturers.
The statement states, for example, that the draft Trade Unions Act stipulates that as long as 10 workers agree, a union can be formed, which will cause more union problems in the same factory; the manufacturer also requires that union leaders must complete at least secondary school, This will enable effective discussions and consultations on important issues for workers and industry.
